Director Nominees (Chose Two):

Brenda Burroughs

Brenda Burroughs has 21 years of experience in high tech markets. She has extensive knowledge and background in the GIS/Remote Sensing Applications products and services. She began her career in the GIS/Remote Sensing market in 1989 with satellite imagery at EOSAT. Over the years she has expanded her knowledge and experience to include aerial imagery, airborne and mobile LiDAR, digital mapping and analytical services. In the early 90’s she coordinated the first Florida statewide purchase of Landsat Satellite imagery with 11 FL state/local government agencies. She has been very active with the FL ASPRS Region and served a number of positions over the years including President from 1998-2000. She is committed to the region's success and has enjoyed the last 2 years as Director on the board. She would like to continue supporting the region.

Kimberly Nale

Kimberly has been as member of ASPRS since 2008, first joining as a University of Florida Geography student she organized the local participation of UF students in ASPRS activities and has attended numerous ASPRS Conferences. She holds a Bachelors in Geography from the University of Florida. Her professional experience includes imagery and LiDAR QA/QC with Dewberry and she presently serves as a Geospatial Analyst for eMap International. In that role Kimberly manages a wide variety of imagery acquisition both aerial and satellite and establishes project specifications insuring that imagery capture meets client requirements. In addition she is responsible for change detection from both aerial and satellite imagery for major oil and gas clients.

I look forward to bringing a new and energetic prospective to ASPRS. Photogrammetry and Remote Sensing is changing rapidly and I am excited to work at the forefront of these changes. In the roll of Director I will commit the time and energy necessary to help formulate the vision of ASPRS going forward.

Ray Miller

Raymond Miller has been pursuing his passion for geospatial science for over ten years. Currently he is a Senior Geospatial Analyst at Dewberry where he works in the Remote Sensing division of the Geospatial Program. He performs a variety of photogrammetric and remote sensing services including aerial photo interpretation, LiDARgrammetry, and digital elevation modeling. He also supports Dewberry’s Emergency Management services with hazard impact and risk analysis, as well as HAZUS modeling.

Prior to joining Dewberry, he held positions at the Florida Department of Transportation as a District GIS Coordinator, Greenman-Pederson as a GIS Analyst, and Sarasota County Government as a GIS Technician.

Mr. Miller holds both a BA and MA in Geography with a concentration in Geographic Information Science from the University of South Florida. He is an ASPRS Certified Mapping Scientist in Remote Sensing, as well as a Certified GIS Professional.

STATEMENT:

I learned of our profession almost by accident when I picked up an issue of ArcNews in college. I knew immediately that it was the perfect combination of earth sciences, design, and technology. Over the past 10 years, I have applied a broad range of geospatial solutions to solve problems for both local and state government agencies in Florida. As a Director of the Florida chapter of the ASPRS, I will work to increase the promotion of the Society’s mission to students of Florida’s universities. I will also work to help the ASPRS raise public awareness of our profession and advance its ethical application.

Sandra Fox

Sandra is an environmental scientist utilizing a broad spectrum of geospatial analyses and tools at the St Johns River Water Management District in northeast and central Florida.  Current projects range from LiDAR in wetlands to using GIS and remote sensing to model environmental impacts of management decisions. She has organized workshops for the Florida Arc Hydro Users Group and she was the general chair for the VI (2010) and the technical program chair for the VII (2012) American Water Resources Association specialty conferences “GIS and Water Resources”. She is currently the associate editor for geospatial analyses for the Journal of the American Water Resources Association.

Mission statement: The technologies of geospatial analysis are my primary tools as an environmental scientist.  Whenever feasible and appropriate, I endeavor to utilize the tremendous and exciting advances being made in the field of geospatial technology to help solve environmental problems.  Additionally, advancing the field of geospatial analysis through service, education and communication is a high priority.

William Millinor

William  Millinor is the GIS Department Manager at Jones Edmunds. He has successfully managed a wide range of GIS and remote sensing projects for clients throughout the state, ranging from data conversion and terrain generation to needs assessments and enterprise GIS/CMMS implementations. Mr. Millinor has a Master’s of Science in Spatial Information Systems from North Carolina State University (NCSU) and over 14 years of experience.  Before coming to Jones Edmunds, he taught advanced GIS courses at NCSU for five years and was a visiting lecturer for two years at the University of North Carolina at Chapel Hill, where he taught graduate level courses in GIS and GPS for the Geology Department.

Yao Yan

Dr. Yan is a Senior Geographer/Scientist in South Florida Water Management District (SFWMD). He holds a Ph.D. in Civil Engineering with emphasis on spatial statistics and spatial modeling from Florida International University, and two Master Degrees in Geosciences and GIS. He has over 20 years of professional experience in GIS, Spatial Database, Remote Sensing and Water Resources. He prides wide-range of research support to Everglades ecosystem restoration, Arc Hydro databases, Stormwater treatment areas (STAs) evaluation and Lake Okeechobee Sediments Quality using comprehensive remote sensing and spatial analysis technologies.

His most recent studies focus on the evaluation and comparison of traditional kriging techniques, spatial regression such as GWR (Geographically Weighted Regression) and hybrid models (such as regression-kriging) using GIS ModelBuilder, R scripts and SAS. Validated models have been developed and applied to the sediments quality studies of Lake Okeechobee, Florida and their spatial-temporal change from 1988 to 2006.  Dr. Yan has served as the project manager of the STA vegetation mapping program since 2010. The program’s main objectives are to document the area coverage of emergent aquatic vegetation (EAV) versus submerged aquatic vegetation (SAV), map dominant vegetation types, monitor changes in vegetation density in problematic cells, and assess hydraulic condition as influenced by presence or absence of vegetation.

Before his tenure in SFWMD, he also worked in USGS National Wetlands Research Center (Lafayette, LA), University of West Florida and Chinese Academy of Geological Sciences.

He participated in the updates of the ASPRS book “Glossary of the Mapping Sciences”, and has been reviewers for Lake and Reservoir Management, Acta Ecologica Sinica, Wetlands Ecology and Management & Journal Society of Wetlands Scientists, USA. He has authored/co-authored two monographs, and numerous professional papers. Several of his publications and research won national rewards for sciences and technology advancements.

National Director Nominees:

Jeffrey Young

T. Jeffrey “Jeff” Young is currently the Vice President and Director of Photogrammetry for Pickett & Associates, Inc.

He has over 30 years of experience in the photogrammetry field. He is a Florida licensed Surveyor & Mapper, a licensed Photogrammetric Surveyor with the State of South Carolina, a licensed Surveyor Photogrammetrist with the Commonwealth of Virginia and an ASPRS Certified Photogrammetrist.  Jeff has held positions within ASPRS as a Florida Director, National Membership Chairperson and is currently Florida’s National Director. He has been a member since 1993.

As the Florida Region National Director I would continue my service to our Region and its members and have one simple mission, to empower, and inspire members through continuing education, practical experience, and trainings as innovative thinkers.
